Create an XLM CAP-15 fee-bump request

Wraps a fully-signed inner XLM transaction in a CAP-15 fee-bump where the outer fee is paid by the designated fee-source address, instead of the account that signed the inner transaction. Required role: RequestCreator. Idempotent via externalRequestId.

Request

Wraps a fully-signed inner XLM transaction in a CAP-15 fee-bump so the fee is paid by the designated fee-source address instead of the account that signed the inner transaction. The caller supplies the signed inner XDR TransactionEnvelope.

Absolute cap on the outer fee in stroops, as a decimal string. Mirrors tg-protect-engine field name.
